Presenter Biographies

TERRY W. HAMMOND, JD

TERRY W. HAMMOND, JD, is the Executive Director of the Texas Guardianship Association, and is the Guardianship and Probate Attorney for the Brazos County Courts at Law in Bryan, Texas. Mr. Hammond is a past president of the Texas Guardianship Association and the National Guardianship Association, and was Executive Director of NGA from 2006-2010. Mr. Hammond is a private consultant on Adult Protective Services proceedings and appeals. Mr. Hammond earned his Bachelor of Science Degree in Education and his Master of Arts Degree in History from Texas A&M University, and his Juris Doctorate from the Texas Tech University School of Law. Mr. Hammond represented family and professional guardians during his 26-year law practice before joining the Brazos County Courts at Law. Mr. Hammond has been a proponent of guardianship reform in Texas as well as in the United States.

ANTHONY PALMIERI, JD, CFE, CIG, CIGI, CIGA, CGI, CIA, CCSA

ANTHONY PALMIERI, JD, CFE, CIG, CIGI, CIGA, CGI, CIA, CCSA, is the Deputy Inspector General & Chief Guardianship Investigator in the Clerk of the Circuit Court & Comptroller for Palm Beach County’s accredited Division of Inspector General. He graduated from the University of Florida and the Barry University School of Law. Anthony is a nationally recognized expert and speaker on investigating Silver Collar Crimes occurring in guardianships; and he has been quoted in the Wall Street Journal, the New Yorker, the Palm Beach Post, and the Orlando Sentinel. His expertise and contributions to the field were acknowledged in Netflix “Dirty Money” and as a Barry University Distinguished Alumni Award recipient. He was a voting delegate at the 4th National Guardianship Summit. He is currently president elect of the National Guardianship Association and a board member for the Florida State Guardianship Association. Anthony serves as the Administrative Coordinator of the Clerks’ Statewide Investigation Alliance and was appointed Vice-Chair of Florida’s Guardianship Improvement Task Force.

GREGORY W. MACKENZIE, JD

GREGORY W. MACKENZIE, JD is a director and shareholder at Hurley, Toevs, Styles, Hamblin & Panter, P.A. and has worked as a litigation attorney since 1993. Greg is a graduate of the Syracuse University College of Law and was admitted to practice before the New Mexico courts in 1993 and has been working as a litigation lawyer since that time. Since 1997, Greg has devoted virtually all of his practice to representing clients in probate, estate and trust litigation. This includes representing clients who are contesting or defending the validity of wills, trusts and other estate planning documents and those who are involved in litigation over the administration of estates and trusts. His cases frequently involve allegations of breach of fiduciary duty and the construction of controlling instruments such as wills and trusts. Greg also frequently handles litigation in contested complex guardianships and conservatorships. Greg is a board member of the National Guardianship Association.

HEATHER COSS, MSW, LMSW, CMC, NCG

HEATHER COSS, MSW, LMSW, CMC, NCG has been a licensed Social Worker since 2007. She received a Bachelor's and Master's degree in Social Work from the University of Wisconsin-Madison. Her educational focus and professional experience have been centered around health in the aging population. In 2018, she co-founded Crossroads Aging Care Professionals in Santa Fe, New Mexico, providing care management, Health Care Power of Attorney decision making agent, court visitor, and professional guardian services. She follows a person-centered approach, supporting individuals and their families as they work towards self-defined goals.

NATHAN GABALDON, NCG

NATHAN GABALDON, NCG was born and raised in Albuquerque, New Mexico. Nathan, the youngest of four children, has grown up advocating for our most vulnerable communities. Nathan has spent his entire professional career working with the New Mexico’s Developmental Disabilities and elderly communities. Nathan has an Associates Degree from Central New Mexico Community College, is a National Certified Guardian, and is the Co-Owner of Integrative Clinical & Financial Services, LLC, a locally owed organization that provides guardianship, conservatorship, case & financial management services to those in need.

SUSAN PARKINS, CPA, NCG

SUSAN PARKINS, CPA, NCG is the owner of New Mexico Fiduciary Services. She is also a National Certified Guardian, and serves as court-appointed Conservator, Financial Power of Attorney, and daily money manager. She has been in New Mexico for 33 years and worked as patrolman and detective for the Albuquerque Police Department and then in private investigations. Having been a first responder to the devastating impact of financial crimes against vulnerable people, she has a particular interest in financial fraud prevention and obtained her CPA license with the specific intent to do fiduciary work for vulnerable persons.

ROSANNA SOLOPERTO, NCG

ROSANNA SOLOPERTO, NCG, is the owner of Professional Guardianship Associates Inc., and has been advocating for vulnerable New Mexicans for the past twenty-five years. She worked as a specialized case manager for people with intellectual and developmental disabilities for over fifteen years before devoting herself to providing quality guardianship services. She is passionate about her work, especially when the opportunity arises to elevate the practice of guardianship in New Mexico.

SUSAN STUART, CMC, NMG and Legacy Navigator

SUSAN STUART, CMC, NMG and Legacy Navigator is the owner of Decisions In Care, LLC. Susan has over thirty years of experience working with the elderly and disabled populations. She is a Nationally Certified Master Guardian and a Nationally Certified Long Term Care Manager. She was a co-founder and past board member of the New Mexico Guardianship Association. She is an instructor for the CNM Ethics and Fundamentals of Guardianship and Conservatorship Series. She is a trained mediator through the UNM Law School.

SALLY ABEYTA, BBA, CSA, NCG

SALLY ABEYTA, BBA, CSA, NCG, is a New Mexico native and honors graduate of UNM Anderson School of Management, she began her career in the financial services industry as a financial advisor. Following her desire to help people in need, Sally moved into the guardianship community. Sally is the proud co-owner of Integrative Clinical & Financial Services, LLC, a private firm offering fiduciary services. Sally is a National Certified Guardian and Certified Senior Advisor. Sally is the current Secretary of the New Mexico Guardianship Association board.

PATRICIA GALINDO, JD

PATRICIA GALINDO, JD has been licensed to practice law for over 24 years. She has extensive legal experience in both civil and criminal matters working with the State of New Mexico, City of Albuquerque and private law firms. She has varied litigation experience as a prosecutor and in private civil practice. Ms. Galindo is currently a supervising attorney for the Administrative Office of the Courts. She is the subject matter expert for the judiciary on intimate partner violence, adult guardianship and conservatorship, and federal firearm prohibitions. She provides systemic and policy support to the judiciary on the assigned subject matters. As of July 1, 2021, Ms. Galindo is the supervisor of the newly created Guardianship Annual Report Review Division (GARRD), which will review all guardian’s annual reports filed in adult guardianship cases for compliance with state statutes, court rules and procedures.

MARY GALVEZ MA, CMC, NMG, CSA

MARY GALVEZ MA, CMC, NMG, CSA is a nationally Certified Master Guardian (NMG), Certified Senior Advisor (CSA) and Certified Manager of Care (CMC), Mary has been providing guardianship and care management services in New Mexico for over 20 years. She has extensive professional experience serving the elderly and disabled population in New Mexico. She owns and operates Guardianship and Care Management Services LLC, a local agency which serves as Guardian, Court Visitor, Care Manager, and Healthcare Power of Attorney. Mary is also a trained mediator. Mary serves on the boards of the New Mexico Guardianship Association and the Alzheimer’s Association. She is the New Mexico Affiliate Representative to the National Guardianship Association and also served on the NM Supreme Court Ad Hoc Guardianship Rules and Forms Committee. She was recently appointed as a Board Trustee for the Center for Guardianship Certification. Mary co-chairs the Brown Bag Guardianship Discussion Group, a monthly education program for guardians in New Mexico.

MICHAEL PARKS, JD

MICHAEL PARKS, JD is a staff attorney with the Senior Citizens Law Office (SCLO), where he specializes in Medicare, Medicaid, and Social Security/SSI issues. Michael is a graduate of Rutgers University School of Law. Since graduating from law school, he has worked at three local Legal Services programs, the National Health Law Program, Disability Rights New Mexico, and SCLO. Michael works to keep abreast of current developments in these programs in which he specializes -- through CLEs, seminars, research, and discussion groups with SCLO’s public and private sector partners -- and he regularly participates in trainings and conferences on those subjects.

SUSAN K. TOMITA, JD

SUSAN K. TOMITA, JD, has practiced law since 1979. She received her B.A. at Stanford University and her J.D. at the University of Santa Clara Law School where she graduated Magna Cum Laude, and is admitted to practice in New Mexico and California. Ms. Tomita is a former Chairperson of the Elder Law Section of the New Mexico State Bar Association; has served on the Board of Directors of the Alzheimers' Association and Friends in Time (serving persons with multiple sclerosis and Lou Gerhig's disease); has served on the N.M. State Bar Association's Committee on the Delivery of Legal Services to Persons with Disabilities; and is a member of the Special Needs Alliance, the National Academy of Elder Law Attorneys, and the New Mexico Estate Planning Council.
